Benefit Overviews HealthLink has provided an overview of your Open Access III benefits from the State of Illinois. Please note, the information included in the documents is intended to summarize your benefits under the State of Illinois CMS Administered Health Plan. Summary of Benefits and Coverage Health insurers and group health plans are required to provide an easy-to-understand summary about a health plan's benefits and coverage. This will help State of Illinois employees conduct a side-by-side comparison of all plan benefits and coverage available.
The Telemedicine Program from HealthLink - At HealthLink, we know that when you’re sick, the last thing you want to do is go out. As a State of Illinois employee, you have access to the Telemedicine Program from HealthLink, so when you’re not feeling well, you don’t have to. With unlimited access to on-demand telephone consultations available 24 hours a day, seven days a week and 365 days a year, from anywhere, you can call to get the care you need so you can get well as quickly as possible. Features of the program include:

Guest Membership - If you are a State of Illinois employee residing in the states of Missouri, Illinois or Arkansas and you have dependents (under the age of 26) residing outside of these three states, they are eligible to enroll in the Guest Membership program which provides national access to medical care. This program is ideal for college students attending school outside of HealthLink's service area, but who still need access to medical care through their guardian's plan. To enroll your dependent in the Guest Membership program, please contact HealthLink Customer Service.
Need a copy of your member ID card? You can view, print and/or download a copy of your ID card. Click on the “Home” tab and click on the “My ID Card” link.
Temporary ID Cards Until your permanent ID card arrives, you can print a temporary card to use if you need to visit a HealthLink participating doctor or facility. Your permanent card should arrive soon.
Restriction and Authorization Forms The HIPAA Privacy Rule gives individuals the right to give authorization or request restrictions to view Protected Health Information (PHI) by submitting the appropriate form.
HealthLink Health Insurance Claim Form When utilizing out of network providers, please complete the HealthLink Health Insurance Claim Form and mail to the HealthLink address indicated on the form.
Services Requiring Pre-Certification Certain services require pre-certification for planned in-patient or out-patient services. High-tech imaging services are now reviewed by AIM Specialty Health. Pre-Certification List - Effective March 1, 2018
Non-Participating Provider Reimbursement Methods It is important to understand how in-network providers may be able to help you save money. In-network providers have agreed in a contract with us to accept specific amounts for various covered medical services. Because there is no similar contract with out-of-network providers, they may be able to bill you for the difference between what we pay and what they charge.
